POLICING WON'T SOLVE DRUG PROBLEM

Basically, these cops are saying that what they need to do is more of 
the same stuff that caused the problems in the first place. More 
prohibition will not solve the problems caused by prohibition.

But then, the War On Certain Drugs was never meant to be won, it was 
meant to be continuous and profitable for everyone involved, cops and 
gangs included.
