HELP SUBSTANCE ABUSERS LEAD 'NORMAL' LIVES

Vancouver drug-policy co-ordinator Donald MacPherson is not merely
"musing" when he suggests such controversial proposals as giving free
alcohol, heroin and speed to addicts.

His suggestions are based on proven policies by progressive,
sympathetic societies around the world.

What we are doing, or rather not doing, is clearly not
working.

No matter what you think of these substance abusers, they are not
throwaway people.

With proper policies and implementation, many could be returned to
"normal" lives, rather than clogging up police, court, ambulance and
medical services until their miserable, wretched lives end in some
back alley or seedy rooming house.

A million dollars over three years for such a necessary program is a
bargain and money better spent than, oh, let's say . . . the Olympic
Games perhaps?
