If The Californian is truly interested in ferreting out waste, fraud and abuse in our welfare system, it ought to call for mandatory drug testing of Michigan's corporate CEOs and major stockholders of companies receiving public subsidies there. The fact that drug-testing programs are often unreliable and always very expensive wouldn't surprise many readers.
