Thanks for publishing Mariam Williams' outstanding column:
"War on drugs: Mass incarceration and the ugly spector of of a new Jim Crow"
(11-20-11). I'd like to add the reason marijuana is a criminalized
substance is because
of the efforts of Harry J. Anslinger who was the U. S. Commissioner of
Narcotics.
In 1937 Anslinger testified before the United States Congress urging the
passage of
the Marijuana Tax Act of 1937. I suggest that the readers Google:
"Harry J. Anslinger
and quotes" or go here online:

not, we should re-legalize it.

Excellent Op-Ed. Let me add a historical perspective. Most Americans
thought the drug war was about drugs, just as most Spaniards thought the
Inquisition was about God. But both were con jobs. "Drug-free" and "god
fearing" were pretexts for the powerful to become even more so. Drug
warriors know their war would lose public support if they burned
offenders at the stake, so instead they destroy offenders with mandatory
prison sentences of 5, 10, 15, 20, 25, 30 years. As the public has begun
to wise up to the monetary and human cost, drug warriors have begun to
bend by going along with programs for drug treatment, work release and
reentry. More important, they imprison fewer middle class white kids,
and fewer offenders for simple possession. This, I fear, will be our
future. We'll not have a Napoleon to end the drug war as he ended the
Spanish Inquisition when he invaded Spain. The drug war will recede
slowly as drug warriors bend, dodge, feint and weave to keep their
careers and stock portfolios.

The theme of Mr Lemaitre letter is that smoked marijuana is not
medicine because the FDA "...has not found smoked marijuana to be either
safe or effective medicine for any condition", and that no national
medical organization has recommended it for widespread use.
Surely, he is aware that the lack of FDA approval of cannabis as a
prescription medicine is due, in large part, to the systematic hindrance
of scientific research by governmental agencies over the last several
decades. This obstruction is documented in painful, almost laughable,
detail the Amicus Curiae brief filed in the 9th Circuit in 2005 by Rick
Doblin, PhD, and the Marijuana Policy Project, in the case of Angel
Raich. And without FDA approval, it is natural that medical
organizations would not recommend it.

Van Cuzzolino.
Are we supposed to be surprised that someone who makes his livelihood
from the
status quo of drug prohibition wants to continue the status quo of drug
prohibition?
There was no mention by Van Cuzzolino as to why he wants recreational
drugs to
remain completely unregulated, untaxed and controlled by criminal
gangs. Just like
alcohol was when it was illegal.
As to his claim that legalization will increase drug usage, in the
Netherlands marijuana
has been quasi legal for several decades and yet the Dutch use marijuana
at less than
half the rate American's do. See the web site: www.drugwarfacts.org
