The drug problems now being seen in 'Bluff' remind me of Zurich in the
early 1990s. Zurich was trying to cope with an epidemic of opiate
addiction, overdose and AIDS caused by IV drug use. Zurichers started in
1992 with an 'experiment', closing their "needle park" and letting
addicts register with the state to obtain clean heroin. They also
offered methadone maintenance, counseling and, if requested, treatment
to abstinence.
In the years since, it has gotten majority support of the Swiss people
and spread throughout Switzerland. In a 2008 referendum the Swiss
people voted over 2-to-1 to make it a permanent part of their national
health system. While methadone is used for 95 percent of the addicts,
heroin is available to the 5 percent for whom methadone is ineffective.
The program pays for itself in improved public health and safety and
enables addicts to hold jobs and pay taxes. The average age at
registration is slowly rising, an indication that kids are not becoming
addicted, and the number of patients needing heroin has stabilized at
about 1,300. Use of drugs other than opiates has either declined or
stayed the same. It is so successful that even the U.N. Office of Drug
Control has backed off its criticism of the Swiss. Although their
heroin-assisted-treatment is the lightning rod for critics, methadone
does most of the work.

(9-7-11). Obviously marijuana is a controlled substance--controlled by
criminal gangs.
Just like alcohol was when it was illegal.

To the Editor of The Columbian:
Last week you had an obituary notice of a gentleman who died at age
of 24 from heroin abuse. 100 years ago deaths from heroin were very
rare. That's because the heroin back then was pure pharmaceutical
grade of known purity and potency. Just the opposite of today's
black market heroin.
Do I suggest that all drugs should be sold like they were 100 years ago
in grocery stores and pharmacies with no questions asked? No.
For hard drugs like heroin and cocaine I suggest that we adopt the Swiss
drug policy. Switzerland used to have a very serious heroin addiction
problem. Now their heroin problem is a small fraction of what it used
to be.
Did the Swiss government get really tough on drug dealers and addicts? No.
In 1994, Switzerland started an experimental program to sell heroin
addicts the drug at very low cost, even giving it to the addicts who
couldn't afford it. In 2008, 68 percent of the Swiss voted to make the
program permanent.
Have Swiss heroin-addiction rates skyrocketed? No, they have fallen
dramatically.
And so has their overall crime rate.
For the record, I have never even seen cocaine or heroin,(except on TV)
let alone have ever used it.
