Dear Friends:
As we approach the end of the tax year, some of you are in the
enviable position of having discretionary income to support
charitable causes which you believe are important for the welfare of
our nation and the world.
I would appreciate your giving serious consideration to making a
significant year end donation to MAP/DrugSense to enable us to
maintain our work and expand our services in the New Year.
If we could raise an additional $50,000, this is what we could
accomplish:
By June 2002
Launch a first-ever extensive and up-to-date media contact database
to enable local media activism on a nationwide basis.
Increase the DrugSense DrugNews archive from 70,000 to 76,000 fully
searchable drug related news articles.
By December 2002
Increase the number of active state- and issue-based drug policy
subgroups from 21 organizations to 35 total groups.
Increase the number of letter- and article-writing volunteer
activists from 3,000 to 4,000.
Increase from $7.6 million to $8.5 million dollars the cumulative
value of media coverage generated on behalf of the drug policy reform
movement by MAP volunteers to date.
Participate in at least 15 new radio talk show and broadcast media
opportunities.
Create and distribute "Five Year Plan to End the Drug War" designed
to provide guidance, a cohesive strategy, and an overall game plan to
the diverse and growing reform movement.
We will also continue and expand our efforts to provide web hosting
and support services for a wide array of other reform minded groups
nation and worldwide. We currently provide various types of web
support to more than 50 drug policy reform focused groups. Notable
clients include The Lindesmith Center/Drug Policy Foundation
(TLC/DPF), the National Association for the Reform of Marijuana Laws
(NORML), the Marijuana Policy Project (MPP), and the Harm Reduction

As I have mentioned in previous fund raising communication, our
entire staff earn hourly wages that hover around the minimum wage
level, arguably even lower in some cases. Our main sustenance is the
knowledge that we are visited by twenty-thousand people a day (we
serve more than 200,000 files every day!) We have accomplished all
this on an annual budget of under $150,000! You can see that you
would have a hard time finding a more dedicated, talented and harder
working group that accomplishes so much with every dollar.
MAP / DrugSense is a 501(c)3 organization which means that donations

If you're a reader of DRCNet's newsletter, then you, unlike
the US media, are aware that US-imposed drug war policies
in Bolivia have plunged that nation's Chapare region into a
tumultuous conflict. Farmers, many having no other
feasible way to survive, have insisted that each family be
allowed to grow a modest amount of coca. Coca has a myriad
of uses besides cocaine, and is grown legally in other
portions of Latin America and Bolivia itself.
US drug war policy in Bolivia has driven that nation into a
deepening civil conflict between the government and its
poverty-stricken peasant population. Forced coca
eradication policies, which Bolivia's government has
adopted under strong diplomatic pressure from the US
government, have drawn protests, strikes and roadblocks by
coca growers and other laborers in the Chapare region. The
coca growers aren't criminals; they only wish to grow a
crop that their people have grown for generations, and
which for many families represents their only viable
alternative to make a living and avoid starvation.
Though the cocaleros have been protesting, it is the
government that has initiated the violence, and it has just
exploded to a much greater level. On Thursday, December 6,
government security forces murdered a union leader, as
verified by eyewitness accounts and an autopsy report:
Casimiro Huanca Colque was shot twice while being detained,
then left untreated to bleed to death. This murder has
been condemned by Amnesty International and other human
rights observers. Please visit

against the outrageous policies of the US and Bolivian
governments that led to this tragedy.
It is deplorable that the US government would coerce
Bolivia into a situation of civil conflict and fund
institutions that commit violence against civilians,
especially at a time when Americans have ourselves
experienced violence firsthand. In fact, US pressure is
partly responsible for Bolivia's draconian Law 1008, in
which people accused of drug offenses can be held without
judicial review for years, even after being acquitted,
very much at variance with America's own Constitution and
values.
It is equally unfortunate that US drug warriors ignore a
fact that is well known to everyone else -- wiping out the
Chapare's coca crop would only shift the growing to some
other region, in Bolivia, somewhere else in Latin America
or in some other part of the world. Hence, US policies in
Bolivia are not only reckless and immoral, but are
immensely stupid or dishonest as well.

MEP TO BE ARRESTED?
A North West Euro-MP is planning to seek arrest for possession of cannabis
in a protest aimed at supporting the imprisoned owner of Britain's first
Dutch-style 'coffee shop'.
Chris Davies, the Liberal Democrat MEP for the North West, will seek on
Saturday 15 December at 10.00am to be arrested by Greater Manchester Police
for possession of a tiny amount of cannabis resin on a postage stamp. This
is likely to take place at the police station, Lee Street, Stockport.
He wants to draw attention to the experience of his constituent, Mr Colin
Davies (no relation), founder of the 'Dutch Experience' coffee shop in
Stockport. Colin Davies, who admits to helping people with medical problems
obtain the drug to relieve pain, is currently in Strangeways prison on
remand while awaiting trial on cannabis-related offences. He has been
repeatedly denied bail despite never having being convicted of a
drugs-related offence.
Similar 'coffee shops' in The Netherlands have been permitted for nearly 20
years. They are said to have contributed to a fall in the use of 'hard'
drugs in that country, which in any case is much less than in Britain.
MEP Chris Davies has never smoked or used illegal drugs and does not intend
to do so on this occasion. However, he believes that the law is in urgent
need of reform.
The Liberal Democrat will say: "Hundreds of British politicians admit in
private that the law on cannabis is a nonsense. It is time that more of them
spoke out publicly.
"The legal priorities are wrong. Last year some 50,000 people were arrested
for possession of cannabis, a drug which the medical journal The Lancet
claims is less harmful than alcohol. In the same period nearly 800 young
people in Britain died of alcohol-induced cirrhosis of the liver. It is not
surprising that many police officers admit that they have better things to
do with their time than arrest people for a supposed offence which causes no
harm to anyone else.
"Ten years ago I worked for the Shopping Hours Reform Council, sponsored by
Tesco, Sainsburys and the Kingfisher Group to campaign for a change in the
law on Sunday trading at a time. By opening his 'coffee shop' Colin Davies
is doing no more and no less than the superstores did then when they
challenged the law and opened on Sundays to meet public demand."
A Liberal Democrat working group last week called for a national policy of
non-prosecution for possession and social supply of cannabis. The proposal,
which will be debated by party members at a conference in March, is expected
to be endorsed as Liberal Democrat policy.

First, I would like to introduce myself. I am Elvis Presley and admire
you and have great respect for your office. I talked to Vice President Spiro
Agnew in Palm Springs three weeks ago and expressed my concern for our
country. The drug culture, the hippie elements, the SDS, Black Panthers,
